How Does David Hockney increase image size?

As most of you may know, David Hockney enlarges his famous iPad drawings to fit enormous walls at the Royal Academy, london.
Does anyone know how to increase pixillation or a file size to the extent he does so that he can print them at huge scales without graininess?
I am not a techno person, so the answer needs to be in lay persons terms.
