I did not find the character ' for making comments with my iPad pro's virtual keyboard.
Please can anyone tell me how to do this? (apart REM and / * xxx * /)

Some keys have multiple characters which are available by long pressing the key. Maybe now it is available as such sub-character.

Yes, it is the vertical apostrophe that is in the popup that appears when you hold the ' key down for a couple of seconds.
You will have a similar issue with the quote character ", and again you want the vertical quote mark.
But you can also set your iPad so that the default characters for those 2 keys will be the ones that work in Smart Basic. Go to Settings/General/Keyboard and turn off Smart Punctuation.

I turn off Smart Punctuation and now the vertical quote appears in the special characters.
