Family sharing with smart basic

My son, after seeing what can be done with this remarkable app, is interested in tinkering with SmartBasic.

Question. He is on my "family plan" with Apple. Can he download it for free with family sharing, or does he need to purchase it again for himself?

It's a bargain either way, but I was wondering if smart basic allowed family sharing.

Smart BASIC is an ordinary application and it has no special settings which allow or disallow any Apple selling plans.
